US does not intend to share their classified technologies defeat enemy missiles due to the kinetic energy released on impact with Russia, said Tuesday Deputy Assistant Secretary of Defense for US nuclear policy and defense matters Bradley Roberts.
He attended the hearings in the House of Representatives Committee on Armed Services, on request of President Barack Obama to fund the program namely 'EuroMissile Shield' in the 2013 fiscal Year. The Pentagon purposes 9.7 Billion dollars directly to the ABM agency with an advance of 7.75 billion dollars.
Roberts recalled that last year adoption of Appropriation Act, by Ministry of Defence in 2012 prohibits the transfer of secret information to Russia related to the development of missile defense.
"We intend to fully comply with the requirements of the law" he said. "We do not intend to share information with Russia, which in any way would jeopardize our national security."
"We are well aware of the benefits our modern technology created in defending us for next 20 years" - continued Roberts. "One of them is the destruction of the missiles due to the kinetic energy impact during direct collision. This technology serves our interests and we aren't going to share this with Russia.”
The anti-missile version of the kinetic energy concept was based on the energy created from the momentum of a relatively small object striking an incoming ICBM at extremely high speed (20,000+ feet per second). The trick of kinetic energy technology, or "hit-to-kill" technology, was not the impact itself, but how to guide the high speed object to the target and make the interception.
Interceptors use kinetic energy either in a direct impact or hit-to-kill mode, or to deflect or possibly destroy a threat missile by directed blast fragmentation. Interceptors are composed of two primary parts, a booster and a kill vehicle. An interceptor may have one or more boosters (also called stages). The number of boosters or stages refers to the number of rocket motors that sequentially activate. Multiple stages allow the interceptor to fly at higher velocities and altitudes, and for longer distances. The kill vehicle is the portion of the interceptor that performs the intercept and destroys the threat missile. It is anticipated that solid and liquid propellants would be used in the boosters and in the kill vehicles.
Speaking at the same hearing the head of Missile Defense Agency, Lt. Gen. Patrick O'Reilly also said that "he never received (from the Obama Administration) guidelines to provide classified information to Russia."
Roberts Confirmed that the US Continues to consult with Russia about the possibility of concluding an Agreement on Cooperation in defense technology. This is one of the conditions set by Congress to carry out any Joint Technology Projects with Russia on missile defense.
"Cooperation with Russia in this area is not very well - he said. - And it will be difficult to make progress," ITAR-TASS reported.
